Worry at care home survey

BOSSES on the North’s biggest local authority have been accused of “attempting closure by stealth” following a questionnaire on care provision for the elderly distributed to every household.

A rebellion by Durham County Council backbenchers three years ago forced the cancellation of plans to close 12 local authority care homes and the resignation of then leader Ken Manton.

Now a questionnaire in Durham County News – a free magazine sent to every household in the county – has asked residents about the type of care they want when they are older, sparking fears that the closure issue may be on the agenda again.

Respondents have the opportunity to win one of five £20 high street vouchers for “sharing your views”.

Durham County Council insists the questionnaire is simply about collecting views on future elderly care provision. But Independent county councillor John Shuttleworth, who successfully fought to save Newton House care home in Stanhope, Weardale within his constituency when it was one of the 12 threatened, said: “Some of the questions are so pointed that closures must be on the agenda again.

“For example, respondents are asked where they would rather live if they were unable in future to remain living in their own home. They have a choice of four answers – but respondents can only tick one option – including In a Care Home, In Assisted Living Accommodation, in a Supported Housing or With Family.

“Very few respondents are going to put In a Care Home as their first choice, but the fact remains that many of our county’s elderly now need the 24-hour care in a care home. The alternative for some regretfully is a lonely existence at home with few visitors.”

Coun Shuttleworth added: “I have been unable to obtain any reassurances that care home closures are not once again on the agenda. I suspect this survey is an attempt at closure by stealth.”

Another question – for which respondents can select “only one option” is – If things became difficult as you got older where would you choose to live?

A: In your own home with/without support

B: In a Care Home

C: In assisted living Accommodation

D: In supported housing

E: With Family or Friends.

A spokesman for Durham County Council said: “The survey published in Durham County News is not a precursor to closing care homes, but it is seeking feedback from our residents to help shape the future of service provision for older people across County Durham.”
